Equitable visibility is something that will have to be left to the operation
of the markets. Typically, visibility will be near-equitable through self-selection:
content filtered out for readers either by themselves, or by providers,
based on their preferences and inputs to a reputation network.
Technology is already advanced enough to allow full access to indexing,
search and archive services while simultaneously restricting full access
to certain consumers. Search services could without much difficulty include
qualifying criteria for availability/visibility of data together with search
results, for their users.
